Transfers duties relating to renewable energy from the Joint Electric Utility Task Force to the Corporation Commission under the Oklahoma Energy Security Act framework.

Extends the renewable energy standard goal deadline from 2015 to 2020, increasing the target from 15% to 20% of installed electricity generation capacity from renewable sources.

Authorizes the Corporation Commission to promulgate rules establishing a distribution access fee for consumers utilizing Oklahoma-produced qualified renewable resources, capped at costs included in filed tariffs.

Declares interconnection to electric distribution systems for delivery of Oklahoma-qualified renewable resources to be in the public interest, restricted to customer's own facilities or tribal utility authority facilities on trust lands.

Modifies definitions of demand side management and energy efficiency to include promotion of Oklahoma-produced qualified renewable resources and limits demand side management to 25% of the renewable energy standard goal.
