Reduces the maximum age for child passenger restraint system requirements from 8 years to 6 years in Oklahoma motor vehicles.

Children under 4 years old must use a rear-facing restraint system until age 2 or until reaching the manufacturer's weight/height limits.

Children ages 4 to 6 years old must be secured in either a child passenger restraint system or booster seat if under 4 feet 9 inches tall.

Children ages 6 to 13 years old must be protected by either a child passenger restraint system or seat belt.

Establishes penalty of $50 fine and court costs for violations, with fine suspended and court costs capped at $15 for first offense upon proof of purchasing a child restraint system; becomes effective November 1, 2016.
