Creates new Section 8-103.3 of Title 70 of the Oklahoma Statutes allowing students in grades 9-12 who transfer schools under the Education Open Transfer Act to participate in school-related extramural competitions governed by the Oklahoma Secondary School Activities Association.

Permits students transferring between public school districts or private schools to participate in extramural competitions only if the transfer occurs before the fifth day of the receiving school's academic year.

Limits eligible transfers to one per academic year, with the exception of emergency transfers granted pursuant to Section 8-104 of Title 70.

Repeals Section 8-103.2 of Title 70 O.S. 2011.

Becomes effective July 1, 2016, with an emergency clause allowing the act to take effect upon passage and approval.
