Removes the 30-day limitation on physical therapy services without a physician referral, allowing licensed physical therapists to evaluate and treat patients without referral for any duration (except workers' compensation claims).

Permits physical therapist assistants to provide treatment under the supervision of a physical therapist without requiring a physician referral.

Allows physical therapists to provide services for children receiving therapy under the Individuals with Disabilities Education Improvement Act of 2004 and Section 504 of the Rehabilitation Act of 1973 without physician referral.

Maintains authorization for physical therapists to perform screening, educational procedures, and fitness/wellness/prevention services without physician referral.

Treatment beyond the initial period requires referral from a physician, physician assistant, or doctors of dentistry, chiropractic, or podiatry (limited to their respective areas of practice).
