Amends 63 O.S. 2011, Section 1-2702 to require the State Department of Health to consult with the Oklahoma Rural Health Policy and Research Center regarding telemedicine and statewide telehealth system development.

Establishes the Oklahoma Center for Telemedicine as a separate office within the State Department of Health, headed by a director appointed by the State Commissioner of Health who reports to the Commissioner and State Board of Health.

Grants the Center authority to assess telemedicine needs, utilize state and federal funds, facilitate communications between service providers and users, resolve service delivery problems, coordinate hospital and healthcare facility efforts, and explore provider reimbursement and health education through telehealth.

Requires the Center to establish and maintain a website and clearinghouse for grant information and allows the director to form advisory groups on telehealth issues.

Directs the State Board of Health to promulgate teleradiology rules based on American College of Radiology Standards for Teleradiology, with the act effective November 1, 2016.
