SB1445 Summary

• Abolishes the Oklahoma Used Motor Vehicle and Parts Commission and transfers all its functions, assets, personnel, and records to the Oklahoma Motor Vehicle Commission effective January 1, 2017.

• Modifies the Oklahoma Motor Vehicle Commission membership from 9 members (with geographic representation) to include 4 industry members plus 5 lay members representing Congressional Districts, with commission appointment by the Governor and Senate confirmation.

• Transfers licensing and regulation authority over used motor vehicle dealers, used motor vehicle salespersons, wholesale dealers, manufactured home dealers, and automotive dismantlers/parts recyclers to the Oklahoma Motor Vehicle Commission.

• Establishes a transition team led by the directors of both commissions to coordinate the orderly transfer of responsibilities, personnel, property, funds, records, and organizational restructuring by January 1, 2017, including a 5% reduction in full-time equivalent employees.

• Updates multiple Oklahoma statutes to reflect the consolidation by replacing references to the Oklahoma Used Motor Vehicle and Parts Commission with the Oklahoma Motor Vehicle Commission throughout Title 47, Title 68, and Title 74 statutes.
