Prohibits discharging or igniting fireworks within 500 feet of churches, hospitals, asylums, unharvested or flammable agricultural crops, public schools, or fireworks storage and sales locations.

Expands the 500-foot restriction to include land with flammable crop residue used for conservation purposes such as wind and water erosion control, and land required to maintain minimum residue for Natural Resources Conservation Services compliance.

Extends the 500-foot restriction to land with flammable crop residue utilized to enhance wildlife habitat.

Prohibits igniting, discharging, or throwing fireworks from or within motor vehicles, and prohibits throwing ignited fireworks at vehicles or near groups of people.

Becomes effective November 1, 2016.
