Transfers authority over the Feral Swine Control Act from the State Board of Agriculture to the Oklahoma Wildlife Conservation Commission, including rulemaking and enforcement powers.

Requires persons transporting live feral swine to obtain a transporter license from the Department of Wildlife Conservation and restricts transportation to licensed facilities, licensed handling facilities, approved slaughter facilities, or as ordered by the State Veterinarian.

Consolidates violations of the Feral Swine Control Act, Agricultural Code, and Wildlife Conservation Code under a single enforcement provision with penalties and administrative fines assessed pursuant to Section 2-18 of Title 2.

Recodifies Sections 6-601 through 6-614 of Title 2 (currently the Feral Swine Control Act) as Sections 11-101 through 11-115 of Title 29 of the Oklahoma Statutes and transfers all existing State Board of Agriculture rules to the Wildlife Conservation Commission.

Becomes effective according to Section 58 of Article V of the Oklahoma Constitution.
