Codifies a new section of Oklahoma law (Title 11, Section 22-126.1) prohibiting municipalities and political subdivisions from enacting "sanctuary policies" that limit cooperation with federal immigration authorities or grant unlawful immigration status.

Defines sanctuary policies to include those that restrict communication with federal agencies about immigration status, violate 8 U.S.C. § 1373, materially restrict ICE detainer compliance, or require warrants for ICE detainers.

Makes municipalities ineligible for state grants and disbursements if they enact sanctuary policies; ineligibility continues until the Attorney General certifies the policy has been repealed or is no longer in effect.

Requires the Oklahoma Attorney General to issue opinions upon request regarding whether specific government entities have sanctuary policies in violation of this act; also establishes procedures for pre-funding compliance verification.

Mandates that municipal officials, sheriffs, and chiefs of police provide all law enforcement officers with written notice of their duty to cooperate with state and federal immigration enforcement agencies; effective November 1, 2016.
