Amends Oklahoma statute to establish five Public Health Advisory Councils: Consumer Protection Licensing, Trauma and Emergency Response, Infant and Children's Health, Advancement of Wellness, and Home Care/Hospice/Palliative Care.

Four councils (all except Home Care/Hospice/Palliative Care) consist of 7 members appointed by the Governor (2), House Speaker (2), Senate President Pro Tempore (2), and State Board of Health (1); the Home Care/Hospice/Palliative Care Council has 9 members with different appointment distribution.

Each council must meet at least twice yearly but no more than four times per year and shall elect a chair, vice-chair, and secretary from among its members.

Councils have authority to recommend rules to the State Board of Health within their jurisdictions, provide public forums for discussion, pass nonbinding resolutions, and conduct rulemaking hearings in compliance with the Administrative Procedures Act.

Members serve without compensation and councils may utilize State Department of Health conference rooms and administrative assistance; the act becomes effective November 1, 2016.
