• Creates the Task Force on Medical Clean Claims Transparency and Uniformity to operate until September 1, 2017, tasked with developing standardized payment rules and claim edits for healthcare providers and payers based on CMS guidelines, HCPCS codes, and other national standards.

• Task Force consists of 11 members appointed by September 1, 2016: four by the President Pro Tempore of the Senate, four by the Speaker of the House of Representatives, and three by the Governor, representing legislative, insurance, medical provider, hospital, and state agency interests.

• Task Force members receive no compensation but may be reimbursed for travel expenses according to state law, with a majority constituting a quorum and two cochairs designated by legislative leaders.

• Task Force proceedings must comply with Oklahoma Open Meeting Act and Open Records Act, and must submit a report to the President Pro Tempore, Speaker, and Governor by September 1, 2017, containing assessment and recommendations for implementing a uniform coding system.

• Becomes effective July 1, 2016, with an emergency clause allowing it to take effect immediately upon passage and approval.
