Defines "oil and gas exploration and production activities" to include surveying, drilling, hydraulic fracturing, well operations, equipment transportation, and gathering system development, plus expansions using technological advancements.

Presumes oil and gas exploration and production activities conducted in compliance with federal, state, and local laws are reasonable and do not constitute a nuisance unless they have a substantial adverse effect on public health and safety.

Prohibits nuisance actions against oil and gas operators for activities that have been in operation for two (2) years or more; expansions or technology changes do not reset the established date of operation.

Requires defendants to recover costs, expenses, and reasonable attorney fees when a nuisance action against oil and gas activities is found frivolous by the court under Section 2011.1 of Title 12.

Declares an emergency effective upon passage and approval.
