Mandates that the third-party vendor's annualized savings must exceed the total yearly cost to the state for implementing the system.

Requires all STARS (Statewide Temporary Assistance Responsibility System) benefit applications to be processed within 10 days or the minimum required by federal law, with identity verification performed before assistance is awarded and quarterly thereafter.

Specifies 23 databases and information sources against which applicants and recipients must be verified, including federal income, employment, Social Security, immigration, housing, and state-level data, and prohibits contracting with vendors who provide enrollment services to the state.
