Establishes the "Cultural District Development Act" as the short title for this legislation in Oklahoma.

Defines "cultural district" as a developed district of public and private uses within a community that has been certified by the Oklahoma Arts Council.

Defines "qualifying residing artist" as an individual who owns or rents residential real property in the county where the cultural center is located, conducts a business within a cultural district, and derives income from selling or performing artistic works created within a cultural district.

Codifies definitions in Oklahoma Statutes as Section 181 of Title 53, unless a numbering duplication exists.

Becomes effective November 1, 2016.
