Creates the Task Force on Marital Property Rights and Liabilities, existing until January 31, 2017, to review court rulings and laws regarding marital property rights and liabilities and make recommendations for statutory changes.

Task force consists of six members: the Chairs of the Senate and House Judiciary Committees as co-chairs, two additional Senate members appointed by the President Pro Tempore from different political parties, and two additional House members appointed by the Speaker from different political parties.

Members shall be appointed by September 30, 2016, with the first meeting held no later than October 31, 2016; subsequent meetings called by co-chairs at their discretion; a majority constitutes a quorum.

Members receive no compensation but are entitled to travel reimbursement under Section 456 of Title 74 of the Oklahoma Statutes; staff support provided by the Senate and House.

Task force must submit a report of findings and recommendations to the Governor, President Pro Tempore of the Senate, and Speaker of the House no later than January 31, 2017.
