Requires state agencies to submit itemized budget requests to the Director of the Office of Management and Enterprise Services and Legislative Oversight Committee on State Budget Performance by October 1 each year for the ensuing fiscal year beginning July 1.

Mandates agencies include performance-informed budgeting analyses, statutory authority statements, descriptions of served populations, quantified program needs, program tactics, quantifiable outcomes, program rankings by priority, actual expenditures, expected revenues, and detailed financial services staff listings in budget requests.

Requires the Director to submit to the Governor and Legislative Oversight Committee by October 5 a list of all agencies that failed to submit budgets by October 1.

Establishes a shared services cost-performance assessment report to be published by January 1 annually, with lowest-ranking agencies required to contract with the Office of Management and Enterprise Services for shared financial services if implementation is feasible and results in cost savings.

Requires each appropriated agency to develop and annually update an eight-year action plan detailing expenditure estimates for administration, staffing, equipment and supplies, and estimated changes in the number of clients to be served.
