Amends 17 O.S. 2011, Section 52 to authorize the Corporation Commission to take emergency actions without notice and hearing to respond to emergency situations with potentially critical environmental or public safety impact resulting from activities within its jurisdiction.

Grants the Corporation Commission exclusive jurisdiction over oil and gas conservation, exploration, drilling, development, production, and related activities including pipelines, injection wells, tank farms, and subsurface storage.

Establishes that the Department of Environmental Quality has sole jurisdiction over point source discharges when deleterious substances from Commission-regulated facilities enter DEQ-regulated point source discharges or storm water.

Clarifies that the Corporation Commission has jurisdiction over certain underground and aboveground storage tanks containing motor fuel, antifreeze, and other petroleum products, while DEQ regulates remediation and disposal of contaminated soil.

Declares an emergency, making the act effective immediately upon passage and approval.
