Amends 12 O.S. 2011, Section 951 to clarify appellate jurisdiction procedures for district courts reviewing decisions of inferior tribunals, boards, and officers.

Requires petitions for appellate review to be filed in the district court of the county where the inferior tribunal rendered the order within 30 days of the mailing date of the judgment or final order.

Grants residents and entities aggrieved by rulings or decisions of state Boards or Commissions the same appellate rights as administrative agencies under Article II of the Administrative Procedures Act (75 O.S. § 308a et seq.).

Specifies that appellate review at the district court level shall be conducted as a trial de novo for Board and Commission decisions.

Effective date is November 1, 2016.
