Authorizes trust fund earnings to be expended for capital expenditures and operating expenses of the University of Oklahoma Health Sciences Center and Oklahoma State University College of Osteopathic Medicine for educational programs and residency training to improve health care services in Oklahoma.

Authorizes trust fund earnings to be expended to increase compensation for full-time certified teachers for the 2017-2018, 2018-2019, 2019-2020, 2020-2021, and 2021-2022 school years.

Makes clarifying language changes to Section 2309 by removing references to "Board of Directors" in favor of "Board" and updating subsection lettering throughout the statute.

Becomes effective upon certification of election returns favoring passage of the Constitutional Amendment proposed in Senate Joint Resolution No. 69 of the 2nd Session of the 55th Oklahoma Legislature.
