SB 1535 Summary

• Creates a 13-member task force operating until December 1, 2016, to recommend ways to increase funding directed to public school classrooms, including study of the State Aid formula, administrative expenses, personnel policies, and state mandates.

• Task force membership includes two former large-district superintendents, one small-district superintendent, one dependent district superintendent, a school board association representative, the State Superintendent of Public Instruction, two House members, two Senate members, one higher education professor, and two at-large members appointed by the Governor.

• Chair selected by Senate President Pro Tempore and vice chair selected by House Speaker; requires seven-member quorum for final actions; members receive no compensation or travel reimbursement.

• Appointments must be made within 30 days of the effective date with an organizational meeting by August 31, 2016; all meetings subject to Oklahoma Open Meeting Act.

• Task force must submit findings and recommendations report by December 31, 2016, to the Governor and legislative leaders; act becomes effective July 1, 2016.
