Amends 10 O.S. 2011, Section 404 to authorize the Department of Human Services to permit licensed child care facilities to contract with private entities for training and certification purposes.

Requires the advisory committee to create a Child Care Facility Peer Review Board to participate in the Department's grievance process, with the Department to promulgate rules specifying the board's duties.

Maintains existing requirements that committee members serve three-year terms with a two-consecutive-term limit, and that a majority of committee members must be child care facility representatives.

Preserves the prohibition on leaving children alone in the care of any person under 18 years of age.

Effective date: November 1, 2016.
