Amends Oklahoma law to define performance of abortion as unprofessional conduct for both allopathic and osteopathic physicians, with an exception for abortions necessary to preserve the mother's life.

Prohibits the State Board of Medical Licensure and Supervision and State Board of Osteopathic Examiners from issuing or renewing medical licenses to any physician who performs an abortion, and requires revocation of existing licenses for abortion performance.

Clarifies that a condition to preserve the mother's life cannot be based solely on a claim or diagnosis that the woman may engage in conduct intended to result in her death.

Requires the State Board of Medical Licensure, State Board of Osteopathic Examiners, and State Board of Health to promulgate rules implementing the act.

Directs the Office of the Attorney General to calculate and report quarterly to the Legislature all state and local funds expended to defend any constitutional challenges to the act.
