SB1555 Summary

• Requires TANF applicants to provide documentation of at least three job applications to prospective employers; denies assistance if applicant has not submitted three applications prior to applying.

• Establishes controlled substance screening for all adult TANF applicants beginning November 1, 2012, using methods including SASSI screening and potentially drug testing; denies benefits if applicant is found to be engaged in illegal drug use.

• Allows applicants denied for drug use to submit proof of negative drug test within 10 days to challenge the denial; if successfully completing substance abuse treatment, applicant may reapply after 6 months instead of 1 year.

• Requires Department of Human Services to sanction or impose financial penalties on recipients who fail to comply with personal responsibility agreement requirements.

• Makes mandatory the Department's authority to sanction recipients for personal responsibility agreement violations (changes "may" to "shall" in Section D).
