Amends 62 O.S. 2011, Section 34.36 to modify budget estimate requirements for state agencies submitting requests by October 1 to the Director of the Office of Management and Enterprise Services and the Legislative Oversight Committee on State Budget Performance.

Changes budget analysis requirement from "performance-informed current services budgeting" to "current services budgeting" techniques to provide baseline estimates of expenditures needed to maintain current service levels.

Requires state agencies to include detailed itemized information in budget requests including program descriptions, quantified outcomes, performance metrics, personnel needs, capital lease debt, and shared services costs.

Exempts Oklahoma State Regents for Higher Education and Oklahoma State System of Higher Education institutions from certain financial services reporting requirements and shared services contract provisions.

Becomes effective November 1, 2016.
