School district boards of education must evaluate emergency management plans for each school site by December 31, 2016, reviewing training activities, safety exercises, security cameras, visitor policies, resource officer programs, and coordination with local, state, and federal agencies.

Each school district must submit an evaluation report to the State Department of Education by July 1, 2017, including recommendations on improving public school emergency management plans and the cost of improvements.

The State Department of Education must submit a report to the Legislature by December 31, 2017, containing emergency management plan information, improvement recommendations, and estimated improvement costs.

The act becomes effective July 1, 2016, and is declared an emergency measure for preservation of public peace, health, and safety.
