Appropriates $65,865,088.00 from the Constitutional Reserve Fund to the State Board of Education for financial support of public schools.

Allows appropriations to be budgeted for fiscal year 2017 (ending June 30, 2017) or fiscal year 2018 (ending June 30, 2018), but not both simultaneously.

Requires FY-17 funds to be encumbered only through June 30, 2017, and expended by November 15, 2017; requires FY-18 funds to be encumbered only through June 30, 2018, and expended by November 15, 2018.

Allows unencumbered FY-17 funds to be budgeted for FY-18 only after the State Board of Education submits a budget work program revision approved by the Office of Management and Enterprise Services.

Becomes effective July 1, 2016, and is declared an emergency measure for preservation of public peace, health, and safety.
