Appropriates $100,000 to the Oklahoma Health Care Authority from the General Revenue Fund for fiscal year ending June 30, 2017.

Funds budgeted for FY-17 may be encumbered only through June 30, 2017, and must be expended by November 15, 2017; unspent funds lapse to the proper fund unless budgeted for FY-18.

Funds budgeted for FY-18 may be encumbered only through June 30, 2018, with remaining funds lapsing after November 15, 2018.

Prohibits appropriations from being budgeted in both fiscal years simultaneously; unused FY-17 funds may be rebudgeted for FY-18 only after agency submits budget work program revision approved by the Office of Management and Enterprise Services.

Effective July 1, 2016, with an emergency clause declaring the act effective immediately upon passage and approval.
