Appropriates $100,000 to the Department of Human Services from the General Revenue Fund for fiscal year ending June 30, 2017.

Funds budgeted for FY-17 may be encumbered only through June 30, 2017, and must be expended by November 15, 2017; any remaining funds lapse unless budgeted for FY-18.

Funds budgeted for FY-18 may be encumbered only through June 30, 2018, with any remaining funds lapsing after November 15, 2018.

Prohibits appropriations from being budgeted in both fiscal years simultaneously; unused FY-17 funds may be rebudgeted for FY-18 after agency submits budget revision approved by Office of Management and Enterprise Services.

Becomes effective July 1, 2016, with an emergency clause declaring immediate effectiveness.
