Appropriates $100,000 to the Department of Mental Health and Substance Abuse Services from the General Revenue Fund for fiscal year ending June 30, 2017.

Funds may be budgeted for either FY-17 or FY-18, but not both fiscal years simultaneously.

FY-17 funds must be encumbered by June 30, 2017, and expended by November 15, 2017; any remaining funds lapse unless rebudgeted for FY-18 after agency revision and Office of Management and Enterprise Services approval.

FY-18 funds may be encumbered only through June 30, 2018, with any remaining funds lapsing after November 15, 2018.

Act becomes effective July 1, 2016, with an emergency declaration allowing immediate effect upon passage and approval.
