• FY-17 funds must be encumbered by June 30, 2017, and fully expended by November 15, 2017; any remaining funds lapse unless budgeted for FY-18.

• FY-18 funds must be encumbered by June 30, 2018, with any remaining funds lapsing after November 15, 2018.
