Amends 74 O.S. 2011, Section 661.1 to modify which positions in the Office of the Secretary of State are exempt from the Merit System of Personnel Administration.

Establishes five positions to remain in unclassified service: Secretary of State, Assistant Secretary of State, Chief Financial Officer, Deputy Assistant of Native American Affairs, and one Executive Secretary.

Changes from prior law which allowed only the Secretary of State, Assistant Secretary of State, and one secretary to remain unclassified by adding Chief Financial Officer and Deputy Assistant of Native American Affairs positions.

All other positions in the Office of the Secretary of State become subject to the Merit System of Personnel Administration.
