Reduces Oklahoma Water Resources Board meeting requirements from monthly meetings to nine meetings per calendar year, at the chair's discretion, with no more than two consecutive months between meetings

Maintains the nine-member Board structure with members appointed by the Governor and confirmed by the Senate for seven-year terms

Continues the regional representation system established in 2014, dividing the state into nine regions replacing former congressional district and at-large positions

Requires Board membership to include expertise across eight water use categories: recreational, industrial, irrigational, municipal, rural residential, agricultural, soil conservation, and oil and gas production

Declared an emergency measure, taking effect immediately upon passage and approval
