Amends statutes governing the University Hospitals Trust and Oklahoma State University Medical Trust to delete obsolete language and modify reporting requirements.

Entities created through joint ventures or acquisitions by these trusts are exempted from the Oklahoma Open Meeting Act and Oklahoma Open Records Act.

Marketing plans, financial statements, trade secrets, research concepts, and other proprietary information submitted to or compiled by the trusts shall be kept confidential unless the providing entity consents to disclosure.

Authorizes executive sessions to discuss confidential materials if deemed necessary by the trusts, with exception for budgetary information related to appropriations.

Declares an emergency clause making the act effective immediately upon passage and approval.
