Amends 59 O.S. 2011, Section 15.7 regarding the Oklahoma Accountancy Board's handling of fees and monies received under the Oklahoma Accountancy Act.

Board must deposit all fees and monies (except fines) with the Oklahoma State Treasurer and file annual reports with the Governor detailing all fees charged, collected, and disbursements.

Board shall pay 10% of all annual registration fees into the General Revenue Fund, with no other portion reverting to the General Revenue Fund or other state funds.

Grants the Board authority to reduce annual license fees on a pro rata basis for a specific renewal period, with licensees to be notified prior to November 1; excludes initial annual license fees from this reduction authority.

Becomes effective July 1, 2016, with an emergency clause enabling immediate effect upon passage and approval.
