Appropriates $100,000 to the Oklahoma Department of Transportation from the General Revenue Fund for fiscal year ending June 30, 2017.

Funds budgeted for FY-17 may be encumbered only through June 30, 2017, and must be expended by November 15, 2017; any remaining funds lapse unless budgeted for FY-18.

Funds budgeted for FY-18 may be encumbered only through June 30, 2018, with remaining funds lapsing after November 15, 2018.

Prohibits appropriations from being budgeted in both fiscal years simultaneously; allows FY-17 funds to be moved to FY-18 only after agency submission and Office of Management and Enterprise Services approval of budget work program revision.

Becomes effective July 1, 2016, with emergency clause declaring it effective immediately upon passage and approval.
