Defines "sex" as the physical condition of being male or female as identified at birth by the individual's anatomy.

Allows students or their parents/guardians to request religious accommodations to use restrooms, athletic changing facilities, or showers designated for their biological sex if the school district allows cross-sex access to such facilities.

Prohibits single-occupancy restrooms, athletic changing facilities, or showers as an allowable accommodation for religious requests.

Creates a private right of action for violations and authorizes the Attorney General to represent school districts in legal challenges to federal regulations requiring cross-sex facility access.

Becomes effective July 1, 2016, with an emergency clause allowing immediate effect upon passage and approval.
