• Requires all health insurance navigators in Oklahoma to register with the Insurance Commissioner and prohibits unregistered individuals from providing navigator services under penalty of a $250 fine and/or 3-6 months imprisonment

• Establishes registration requirements for both individual navigators and navigator entities, including background checks, ethics training, disclosure of affiliation, and registration fees not to exceed $50

• Mandates navigators maintain records of assisted individuals and allow on-site inspections, but prohibits summary reports submitted to the Commissioner from including personally identifiable information

• Allows the Commissioner to verify navigator contact information and client details upon inquiry, while protecting personally identifiable information from routine reporting requirements

• Imposes civil penalties ranging from $50-$500 per occurrence for navigator violations and establishes penalties for navigator entities employing unregistered individuals; effective November 1, 2015
