Engrossed Senate Bill No. 260 Summary

• Amends Section 7-605 of Title 47 to clarify that proof of security for motor vehicle insurance must be an owner's policy or operator's policy, not a binder policy, in compliance with the Compulsory Insurance Law.

• Creates new Section 7-605.1 requiring proof of security to be maintained with the Department of Public Safety for three years from the date required, with suspension of driving privileges if proof is not maintained.

• Specifies that proof of security must be furnished as an SR-22 certificate from an authorized insurer, designating all covered motor vehicles and providing policy number and effective date.

• Allows Department of Public Safety to waive the proof requirement if the person dies, becomes permanently incapacitated to operate a vehicle, or surrenders vehicle registration; except persons reapplying within three years must reestablish and maintain proof for the remainder of the three-year period.

• Becomes effective November 1, 2016.
