Requires agencies to publish exempt rules, proposed rules, final orders, and precedent-setting orders on their websites in addition to physical inspection availability.

Grants Legislature authority to approve, disapprove, or amend agency rules through joint resolution, with ability to provide additional instructions to agencies.

Extends deadline to challenge promulgated rules for procedural noncompliance from 2 years to 3 years from the rule's effective date.

Establishes omnibus joint resolution process approving all proposed permanent rules filed by April 1 unless specifically excepted, with Governor authority to declare rules approved if resolution fails to pass.
