Amends 62 O.S. 2011, Sections 855 and 859, relating to the Local Development Act review committee membership and public hearing procedures.

Modifies review committee composition to include representatives from governing body, planning commission, each taxing jurisdiction, and three public members, with at least one from the business community and specific retail representation requirements for commercial retail projects.

Requires review committee to analyze revenue projections, effects on taxing entities, and financial impacts on taxing jurisdictions and business activities, with governing body addressing all committee findings in approval decisions.

Directs governing bodies to present analysis of potential positive or negative plan impacts at first public hearing, with notice published in newspapers and on websites at least 14 days before hearing.

Requires city, town, or county clerks to notify registered persons and organizations by electronic mail or first-class mail, and provide affidavits confirming notice delivery to all registrants.

Effective November 1, 2015.
