Establishes the "Governor's Transparency Act of 2015" requiring state agencies to publish Memorandums of Understanding and Memorandums of Agreement on their websites and documents.ok.gov within 15 business days of the agreement's effective date.

Requires published reports to include the effective date, duration, subject entities, purpose, and constitutional or statutory authority for each Memorandum of Understanding or Memorandum of Agreement.

Mandates state agencies provide copies of Memorandums of Understanding or Memorandums of Agreement to appropriate legislative committee chairs when the legislature is in session.

Exempts agreements privileged under the Oklahoma Open Records Act from full publication but requires agencies to publish a report indicating which entities are subject to the privileged agreement and its duration.

Requires all agreements to cite the applicable constitutional, statutory, or federal authority granting power for the subject matter addressed in the agreement.

Effective date: November 1, 2015.
