Amends Oklahoma law to establish a renewable energy standard goal that 15% of all installed electricity generation capacity within the state be generated from renewable energy sources by 2015.

Expands qualifying renewable energy resources to include wind, solar, photovoltaic, hydropower, hydrogen, geothermal, biomass, distributed generation facilities up to 5 megawatts, demand side management, energy efficiency, and other Commission-approved sources.

Allows steam export capacity at qualified renewable energy facilities to count toward the 15% goal established in the statute.

Requires all electricity generating entities operating facilities in Oklahoma to report annually to the Commission by March 1 with their installed capacity, kilowatt hours generated, and energy sources used.

Declares an emergency effective immediately upon passage and approval by the Governor.
