Creates new Section 904 of Title 52 of the Oklahoma Statutes to allow prevailing parties in actions subject to the Energy Litigation Reform Act to recover reasonable attorney fees, costs, and litigation expenses.

The House amendment strikes the emergency clause from the original bill.

Declares an emergency for immediate effectiveness upon passage and approval (in the original Senate version, which was amended).
