Amends 47 O.S. 2011, Section 6-303 regarding penalties for driving without a valid driver license in Oklahoma.

Allows persons charged with driving without a license to have charges dismissed without paying court costs and fines if they produce a valid renewal or replacement driver license in court on or before their court date.

Establishes a six-month deferral period for persons charged with operating a motorcycle or motor-driven cycle without proper endorsement, allowing dismissal if they complete an approved Motorcycle Safety Foundation rider course and obtain the proper endorsement on their license.

Specifies that fines collected from second and subsequent convictions for driving with suspended or revoked licenses shall be deposited to the Trauma Care Assistance Revolving Fund.

Becomes effective January 1, 2016.
