Department of Public Safety shall develop and implement a pilot program with a maximum of ten businesses starting no later than July 1, 2016, for two years to use certified commercial truck driver training instructors as third-party examiners for Class A, B, or C driving skills tests.

Eligible instructors must be currently employed by or operators of Oklahoma-licensed businesses engaged in interstate or intrastate commerce and can only test persons who have not previously been their students.

Department shall adopt a curriculum for third-party tester certification meeting the same standards as commercial driver examiners, with businesses and instructors required to obtain licenses from the Commissioner of Public Safety.

Businesses pay initial fee of $5,000 and annual renewal fee of $5,000; individual testers pay initial certification fee of $2,500 and annual fee of $2,500, with fees deposited to Department of Public Safety Restricted Revolving Fund.

Department shall conduct annual nationwide criminal history background checks on all third-party testers and applicants, with costs borne by the tester or applicant; act becomes effective November 1, 2015.
