Establishes new complaint investigation procedures requiring the Executive Director and Advisory Committee Chair to jointly determine whether complaints merit investigation before assigning to an investigator

Makes complaints and investigation information confidential, with exceptions for administrative proceedings (where information becomes public record) and sharing with law enforcement agencies

Allows respondents to obtain investigation information (except the investigative report) by signing a protective order agreeing to use it only for defense purposes

Requires international chiropractic applicants to graduate from a government-authorized institution, submit notarized English translations of foreign-language documents, and provide evidence of U.S. immigration status (permanent residence or temporary nonimmigrant status)
