Amends 28 O.S. 2011, Section 152 to establish a flat fee schedule for civil cases filed in Oklahoma district courts, with fees ranging from $23.00 for garnishments to $163.00 for civil actions of $10,001 or more.

Adds supplemental assessments to base filing fees: $6.00 for Law Library Fund, $25.00 for Oklahoma Court Information System Revolving Fund, $5.00 for Oklahoma court-appointed special advocates (OCASA), and $2.00 (split $1.55 to Council on Judicial Complaints and $0.45 to State Judicial Revolving Fund for interpreter/translator services).

Allows litigants to file affidavits in forma pauperis claiming inability to pay fees due to poverty, with courts required to hold hearings to determine eligibility and permit litigation without fees pending final determination.

Permits court clerk to accept payment by credit card, debit card, or electronic payment methods for all assessed fees and costs.

Becomes effective November 1, 2015.
