Amends Oklahoma retirement law (Section 935.11) to modify requirements for qualified domestic orders related to pension benefits and marital property division.

Requires a spouse or former spouse to have been married to the participating employee for at least 30 continuous months immediately before divorce proceedings began in order to qualify as an alternate payee for marital property payments.

Changes the effective date reference in qualified domestic order provisions from "the effective date of this act" to November 1, 2014.

Renumbers subsections 7-11 to 7-9, removing the restriction on payment timing and consolidating related provisions about the Board's rulemaking authority and alternate payee compliance requirements.

Effective date: November 1, 2015.
