SB 516 Summary

• Amends Oklahoma Statutes Section 1-132 to establish the Oklahoma Health Information Exchange Trust (OHIET) as a public trust with the state as beneficiary, contingent upon finalizing and adopting a declaration of trust and submitting it for approval under Title 60, Section 177.

• OHIET shall serve as Oklahoma's "Qualified State-Designated Entity" for federal grants under 42 U.S.C. Section 300jj-33 to facilitate electronic health information exchange among organizations using nationally recognized standards.

• OHIET shall be governed by 7 trustees appointed by the Governor (3), President Pro Tempore of the Senate (2), and Speaker of the House (2), with initial staggered terms of 1 to 5 years and subsequent terms of 5 years.

• OHIET must establish an advisory board with representatives from healthcare providers, health plans, patient organizations, IT vendors, employers, public health agencies, academic institutions, clinical researchers, and other health information technology users.

• Provisions of this section cease to be in effect on January 1, 2016, at which point the Oklahoma Health Care Authority shall fulfill OHIET's purpose regarding federal grants awarded before the effective date; act becomes effective November 1, 2015.
