Creates the Oklahoma Education Empowerment Scholarship Savings Program, administered by the State Treasurer, providing education savings cards to qualified students in pre-K through 12th grade who were enrolled in public school for the first 100 days of the prior year or have a parent on active military duty

Scholarship funds equal 80% of the state funding that would have been allocated to the student's resident school district, with the remaining 20% retained by that district; up to 3% may be retained by the State Treasurer for administration

Qualified expenditures include private school tuition (accredited or seeking accreditation), online curriculum, textbooks, tutoring, college entrance exam testing, concurrent enrollment fees, and extracurricular activities; excludes computer hardware, transportation, and consumable supplies

Unused funds roll over annually and transfer to an Oklahoma College Savings Plan account upon the student's graduation for use toward higher education expenses

Parents must sign agreements releasing the resident district from educational obligations, cannot simultaneously receive Lindsey Nicole Henry disability scholarships, and face removal from the program for misuse of funds with potential referral to the attorney general for fraud
